Custom rules dialog enhancement, small fixes (#9665)

* Rule categories and search in custom rules dialog

* Fix wrong info about format placeholders in all unfinished locales

* Rule search fix, rule info system, some stuff for easier rules dialog modding

* Why not to fix what i can?
